Health Service District names school official as new Chief Executive

Clayton Holt is the new Chief Executive Officer of the San Juan Health Service District, which operates San Juan Hospital and clinics in Monticello and Blanding.
The appointment was made by the health services board on December 1 after an extensive process to pare down 23 applicants for the position.
Holt, who has been the Business Administrator for the San Juan School District since May, 2001, will begin his new position in mid-February.
The health service district has been without a CEO for nearly one year, since the CEO contract for Phil Lowe was not renewed by the health care board.
In the year since Lowe left the district, Laurie Schafer has served as the interim CEO. During that year, the district has worked through a financial crisis and worked to handle the departure of three physicians.
Holt, a certified public accountant with more than a decade of management experience, will assume the CEO position and will handle business and financial matters.
Schafer will become the Chief Clinical Officer, with a focus on patient care.
While announcing the new change to the hospital staff, Schafer said, “We have plenty of medical expertise in place, what we need is a leader with a strong financial background.”
Over the past 13 years, Holt has been instrumental in leading the school district through financial challenges. At the current time, the school district has a healthy fund balance and is in the process of completing a significant capital projects campaign.
The district has completed nearly $37 million in capital projects since the campaign began in 2007. The projects have been completed with no debt for the district and with a slight decrease in property tax rates.
The health service district clearly hopes that Holt will bring the same financial discipline to the district.
Holt was involved in completing the recent health service district annual audit, which had been delayed due, in part, to employee turnover in the district. Board members said that Holt was a strong and steady influence on getting the audit completed in a timely manner.
Working on the audit gives Holt key insights into the workings of the district, said a health service board member. “He certainly knows what he is getting into.”
