As Victoria Collier, head of the new National Election Integrity Coalition, has noted, "Participation is used to justify every kind of voting system that doesn't provide for public authentication and chain of custody."

Real "voter participation" is not, however, just an act of casting a vote. Public participation means conducting elections publicly, openly and transparently. The absence of any goal of public transparency encourages public officials to believe they are strengthening democracy as they set up opaque processes susceptible to industrial-scale inside manipulation.
