Candidate for San Juan County Assessor
I am Howard L. Randall. I have been a lifetime resident of San Juan County, except for time away for education and a mission. I am an Eagle Scout. I graduated from Monticello High School and have an associate degree.
I have an appraisers license and I have served as the Assessor of San Juan for the past eleven and a half years.
I have enjoyed the opportunity to learn and do the job of putting a fair market and equitable value on the land and the improvements within our county.
The requirements have increased for licensing: in 2015 one must have an associate degree or 30 hours of collegiate education, 2,000 hours of appraisal experience, 154 hours of appraisal education and pass the comprehensive licensing exam.
I have had great help from my Chief Deputy Mr. Greg Adams and others who have worked in the office. I appreciate their help and dedication to get the job done in a timely manner each year.
Most of the work we do is mandated by state law and is overseen by the Utah State Tax Commission, Property Tax Division.
We have a County Representative assigned to our office, Ms. Kimm Lacy to assist us. The tax lien date is January 1st each year, meaning any portion of a new construction project will be valued at the percent of completion on that date.
Around the 22nd of May the values are locked in place and the tax roll goes to the Clerk/Auditor for review.
The tax valuations are then sent out for taxpayers to review and dates given for a time that they can come to the Board of Equalization if they have concerns or questions about the values of their land and homes or buildings.
We have encouraged the people to come into the Assessors office and talk to Greg or myself and to show us where a change is needed and why.
We can make corrections and then take the proposed change in values to the Board or let the owners do it.
The evidence needed is a purchase agreement, the cost to build including labor, an appraisal less than a year old, a list of comparable properties that have sold recently.
We have always had an open door policy in this office and are willing to listen to the concerns of the taxpayers.
The next step in the tax process is making the corrections needed and suggested by the Board of Equalization.
The tax roll is then sent on to the Clerk/Auditor, who applies the tax rates, that come from the taxing entities, such as the school, library, cemetery, etc. The abatements are then applied for those who qualify.
The tax toll is sent to the Treasurer who is responsible to send tax notices out to the owners for payment by the 30th of November.
