2025 Monticello City Council Candidate Profiles

Pamela (Pam) Pearson-Fuller:

Pamela (Pam) Pearson-Fuller
Candidate for Monticello City Council
I’m Pamela (Pam) Pearson-Fuller, and I’m proud to call San Juan County home. Born and raised in Monticello, I have a deep-rooted connection to this community, and I am committed to its growth and success. From my early days in Monticello to my extensive work in various industries, I’ve learned the value of hard work, community, and maintaining a strong connection to the land.
After graduating from Monticello High School, I studied horse management at Laramie County Community College, followed by further education at Utah State University. My love for the outdoors led me to work for local ranchers and helped my mom with Pearson’s Landscaping and Nursery. At just 16, I began working as a summer intern at Rio Algom, which eventually grew into a nearly two-decade-long career in assay labs, gold mining, and ranching across Nevada.
In 2005, I returned to Monticello and became involved in the startup of the local copper mine before transitioning to the San Juan County Administration Offices. My role in the Economic Development and Tourism office transformed my perspective on what it takes to move a community forward. Through my work, I learned that collaboration and teamwork are essential to success. I had the privilege of developing the BEAR (Business Expansion and Retention) Team, an initiative aimed at helping local businesses access the resources they need to thrive.
Community involvement has always been a priority for me. I’ve been an active volunteer in initiatives such as the San Juan ATV Safari, Monticello Economic Development, the local Farmers Market, and Rotary Club. As a founding board member of the Monticello Chamber of Commerce, I continue to support efforts to revitalize and strengthen our town.
As a business owner of Backyard Gold LLC and Office Administrator for Energy Fuels White Mesa Mill, I’ve gained a diverse skill set that equips me to approach problem-solving from multiple angles. I am passionate about strengthening Monticello through strategic planning, proactive development, and, most importantly, teamwork. I believe that the key to a successful future for our community lies in bringing together the right resources and people to tackle our challenges—whether they be infrastructure, housing, or economic growth.
Monticello is facing critical challenges, and I’m committed to using my experience and skill set to help guide us forward. I am dedicated to ensuring that we build a strong foundation for future generations.
When I’m not working, you can find me on my family farm, gardening, raising animals, or enjoying activities like kayaking, riding horses, and spending time with my grandchildren.
I hope to earn your trust and support as we work together to make Monticello an even better place to live, work, and raise our families.

Todd Westcott:

Hello. My name is Todd Westcott, and I am running for Monticello City Council. I have spent a significant portion of my life in Monticello and love the people and this area.
My family has deep roots here. I simply want to offer to take my turn in the city governance to help with future decisions to make Monticello City a better place for all of us living here.
After an education in the aviation field, my wife and I chose to come back to Monticello to live and raise our children. We are committed to living in Monticello and making it sustainable for present and future citizens.
I have spent the last 28 years in the local, private Oil and Gas Industry and have had experience in regulatory compliance and management of complex physical assets.
Having served on various boards over the years, I believe that I would be a voice of reason and sound judgement in decisions and projects that contribute to the well-being of our community and families.
I am willing to listen to anyone’s concerns and ideas regarding Monticello City and will do my best to represent the citizens of Monticello. I would appreciate your vote of support in the upcoming election.

Tanner Holt:

My name is Tanner Holt. I am a lifelong resident of Monticello and care deeply about the future of our community.
I graduated from Monticello High School and later earned a Bachelor of Science degree in Accounting and Economics, a Master of Accountancy degree with an emphasis in Taxation, and a Master of Business Administration degree from Southern Utah University.
I began my career with an international accounting firm and have since chosen to return home to Monticello because it is a wonderful place to live, work and raise a family.
Currently, I help manage regulatory compliance, quality control, and operations at Sonderegger, Inc.
In this role, I work daily with infrastructure, business, and regulatory issues, giving me hands-on experience with the very challenges our city faces.
These experiences have taught me the importance of accountability, long-term planning, and practical solutions that fit both our resources and our community values.
I am running for Monticello City Council because I want to contribute and give back to the community that has given so much to me.
I believe it is important for younger members of our community to take an active role in shaping Monticello’s future. This is why my campaign theme is simple: Our Community, Our Future!
With my educational background and work experience, I hope to help where I can by bringing practical, informed solutions to the table.
As a city council member, I believe it is critical to listen. I want residents to know their concerns will be heard and considered when decisions are made.
Decisions made today will affect families and businesses for generations to come. My priorities as a candidate for City Council are:
• Strengthening and maintaining infrastructure - one of the City’s most critical responsibilities.
• Supporting responsible growth and economic development so that Monticello can expand opportunities while keeping our small-town character.
• Ensuring Monticello remains a great place to live, work, and raise families for generations to come.
Monticello has a bright future. With careful planning, transparency, and open communication, we can build a strong foundation that supports both current needs and long-term sustainability.
I am committed to serving with energy, accountability, and transparency. I respectfully ask for your support in the upcoming election and look forward to working together to ensure Monticello thrives for generations to come.

Shane Brewer:

My name is Shane Brewer and it is my honor to be running for a position on the City Council. I have lived, with my wife Marti, in Monticello since 1997 and raised our four children here.
This community is a great place to live, work and play. Sometimes I can’t believe how lucky we have been to live in this area, which is a place people travel to and vacation in. We have enjoyed going out and exploring and then being able to return home to sleep in our own beds. This is a special place.
I am running because I recognize that the only way Monticello keeps being special is if its citizens continue to care and be involved. I have seen that it is easy to sit back and just go my own way. That is fine much of the time, but there have been times where things were happening in the community that were of interest to me.
Policies, improvements, or changes that did, in fact, affect my family and my neighbors. At that point you wish you were more part of the process.
My first goal will be to encourage more opportunities for the citizens of this community to participate with their thoughts and actions. This should be possible because there is already a great sense of community participation here.
Whether it is volunteering to serve or finding ways to talk to city leaders, the citizens of Monticello have always been willing to contribute. I hope to continue this tradition and expand it so all might feel they can participate.
Another great challenge we face is that of limited resources. Whether it is money, amenities, housing, or people we will always have to pick and choose how to use the limited things we have. Our priorities should be set by those who live in the community in alignment with long-term plans.
The things we already have should be improved, made more efficient, and used to benefit the community. The things we would like to add might require creative thinking, new partnerships, and combined efforts. I believe we have to be progressing rather than sitting still.
Monticello offers a great place to live, with beautiful scenery around the community and exceptional people in it. It has taken much work by previous leaders, community members and volunteers to make it what it is. This can and will continue as long as we see ourselves as not just individuals but as a community.
I appreciate your consideration for this position and look forward to working together with you whether on the council or as a neighbor.
